答案是D, 有点不太懂,题目中哪里提到per thousand了?不就是total number吗???

Common sense.

Conclusion:
it can be concluded that it was not much more dangerous to be overseas in the armed forces during the Second World War than it was to stay at homes as a civilian.

Here, the author is comparing the death rate in the military and that in the civilian world at hom.
