选C, 我当时选了B 。后来琢磨了下是原因是 conservatively 副词修饰动词 set 不太对。 而且主语是automakers, 是人 ,因此用conservative更好。

个人觉得set 不是个实义动词么, 比较的时候第二个应该补出do或do的其他形式吧 如did/have done/have been doing
expect automakers to be more conservative than they have been这里是因为前面有to be 所以后面补出了have been,同是系动词
