B为正确答案,我也认同,讲了另一种方法就可以解决congestion。但是E也有道理啊。congestion的相当一部分是由于住在城里的人造成的。因此对进城vehicle收费不能有效缓解congestion

LZ~我觉得B是说私车本来就比公交贵很多,所以收不收那5块钱是不会对人们的选择产生影响的,该开车还是开车~
E是无关选项~题目的关注点是收钱究竟会不会有效果,而且即使这20%住城里的这个措施对他们无效,但还有80%导致congestion的原因呢~你不能保证这个措施对这80%无效~
