The core of the conclusion is whether the business plan itself is useful to help find the investment capital.

D说虽然企业家们没做正式计划，但是也花了和做计划差不多的时间来做准备研究，进而缩短了获取资本的时间 这部分是LZ自己的脑补吧，D选项里面并没得出这个结论。正如楼上所说的，因为D选项一点也没有涉及筹集资本问题，所以是无关项 即使D选项能得出缩短了获取资本的时间这个结论，题目的结论是说 formal plan 是无用的。那么D选项这里说的 没有做正式计划的企业家们因为blabla进而缩短了获取资本的时间，反而增强了题目的结论formal plan 是无用的，所以也是strengthen而不是weaken
