题目说R国电信商认为如果电信设备在S国得到广泛应用的话,那S国就不可能再REPRESSIVE了.

B项
R国电信行业制造商要获得豁免许可的话, 提前必须是R国出口到S国的电信产品不再只为S国的权贵阶层所专享.

E 项里说CITIZEN这个概念,其实题目里根本没提这个概念吧
