答案给的是E，但是解释里又说是D，到底是哪个啊？我选的是D。。哪位NN帮忙确定下哪个是正确答案。谢谢

可是raising 指代没有问题吗？that从句用一般式可行吗，因为我觉得他们还不确定other countries
也会这样做，所以应该用虚拟语气吧？我也不太确定。。。大家来讨论下吧

看了很多资料后发现有with的选项一般都是错误的如果读起来不是很顺口。不可随意添加情态动词 D项加了would。我是这么理解的不是说有争议的是c和e项么

选E，D选项中with不能直接用来修饰一件事情吧！
