The key is D, I choose A, assess is better than its noun assessment. what do you think?

25-In assessing ~= Assessing;

in assessing相当于assessing，而现分和过分作为句子的开头，其主语必须是主句的主语，the question在逻辑上不可能产生assessing这个动作。
