这两个不是什么专业术语,development loan就是指的投资贷款(相对的还有消费贷款),一般贷款目的是投资的就是development贷款,比如企业贷款,贷款是消费的就是消费贷款,比如信用卡,属于广义的贷款。existing loan是指的已经贷给企业的贷款。这句话的意思就是,这个plan的目的是增加企业可用贷款,也即development loan。这个贷款增加了,说明能贷给企业的钱多了,但并不代表企业一定能贷到钱。所以development loan增加不代表existing loan增加。就像你收入多了,不代表你花的就多。
