答案选B，不明白A为什么错了。我记得之前有个解释说A里面during a period of wage and price controls有修饰歧义，那B就没有了吗？我还觉得B里面的during a period of wage and price controls即可能修饰increase，也可能修饰government sanctioned啊~请NN解答！

key不在during a period of wage and price controls里，A的问题很多。
首先考虑bringing是何成分，一般在句首现在分词是修饰主语的，而这种结构分词短语后面一般紧跟逗号和主语a special governmentally，但是在A中没有逗号，而且主语前面冒出了一个本应该在主语后面的was。
再考虑was的作用，在这里毫无疑问was应该是谓语动词，那前面bringing...就应该是主语，而现在分词不能做主语。

我记得分词（动名词）是可以作主语的

看到你的回复去求证了一下，动名词的确是可以做主语的，信口开河了，抱歉~
但是个人认为在本题中during的修饰问题仍然不重要，bring...was a..这个句子在语法上虽然成立，但是逻辑含义上错误，bring..显然不是a special...
