(D) think that they will be or could（D）

答案是D没错，因为其他的都不行

但是这个will be or could be没有问题吗？怎么可以这么用呢？

will be or could be这样用是没有什么问题的。题目说nuclear power stations as unsafe at present ，表示目前还不是安全的。will be表示将来会；could be语气更弱，表示将来应该会，实际上是虚拟语气的用法。
