选C吧，A中用现在完成进行时是错误的 现在完成进行时表示某动作从过去某个时间开始，一直延续到现在，并且还有可能持续下去 而这里predict是非连续动词不能用进行时 用过去式更好的表明federal reserve raised是发生在predict之前作者: zfzxzzza 时间: 2011-8-11 04:32
