It was the loss of revenue from declines in tourism that in 1935 led the Saudi authorities' granting a concession for oil exploration to the company that would later be known by the name of Armco.
(D)authorities to grant a concession for oil exploration to the company that later will be known as being
(E)authorities to grant a concession for oil exploration to the company later to be known as
It(主语) was(谓语)the loss of revenue from declines in tourism(实际主语) that in 1935(时间状语)led(实际谓语) the Saudi authorities to grant a concession for oil exploration to the company later to be known as Armco.
我主要不明白 “later to be known as”, 那是用不定式做company的定语吗?
the company later to be known as Armco.=
the company which was known as Armco later.
Can we change the choice E in this way: authorities to grant a concession for oil exploration to the company later known as?
"later to be known as" makes me feel very uncomfortable. It sounds like that the action "known" has not happened by the point of time when the sentence in question is mentioned. "to be known as" seems not compatible with the past tense of the whole sentence.
I want to do sth. 表达的是现在want将来(to do)做sth。 I wanted to do sth.

受stoneren启发,我终于知道这道题之所以会让我觉得迷惑,是因为句子采用了省略结构:the company (that was) later to be known as。表示过去时的that was被省略掉了,只剩下to be known,所以我就对这句话里to be known表示的时态迷糊了。
I wanted to do sth和这句话还是有区别的。
I wanted to do sth,用 to do 表示将来do sth.
the company later to be known as 中,later已经表示了known是将来的事,为什么还要用to be 呢?而且如果去掉later,变成: the company later known as,有区别吗?
还有,原句中later应该修饰的是to be,而不是later known,为什么是later to be 呢?
