此题为什么要选择B呢？尤其不理解为什么最后用be？

我的分析思路：

但是B的最后那个地方使用的是be，我不理解

53题里的RULE后面，没有用虚拟，时态跟主句一样。86题里的ALLOW后面不用虚拟.而96题里的PROPOSE却用了虚拟。我一直以为关于命令啊,规定啊，要求啊,建议啊这样的词语后面就要用动词原形表示虚拟。可是为什么GMAT里，有时候用，有时候又不用呢？好奇怪啊．

rule 是政府的法令, 而非表示建议,等,不需要用虚拟, (虽然中文听上去有点难以理解,但MM就记住吧)

下面要注意了, 有些动词用不定式和用that从句, 表达的意思是不一样的, 不能一概而论的:

就像allow 这个词, 后面跟不定式的话, 意思是允许, 也就是我们经常认为的allow的含义;

formal:
to accept that something is correct or true, or that something is acceptable according to the rules or law

好像还有其它的动词与allow类似, MM遇到了, 还需多查查字典就迎刃而解了.
