问题:OG上解释B选项说can hardly be said to be at fault’ dose not grammatically complete the subordinate clause,why?

我觉得它的意思是说said后面应该用that而不是to be作为subordinate clause.请讨论。

个人想法哈,补充LS.

to be at fault前面是人/物,比如she is at fault. B选项这么写不合规矩。

我觉得B和E(去掉the fact)差不多啊,除了LS说的以外,我觉得还有主语过长导致“头重脚轻”的问题,所以用it来代替了。
