问题：OG上解释B选项说‘can hardly be said to be at fault’ dose not grammatically complete the subordinate clause，why？

我觉得它的意思是说said后面应该用that而不是to be作为subordinate clause.请讨论。

to be at fault前面是人/物，比如she is at fault. Ｂ选项这么写不合规矩。

我觉得B和E（去掉the fact）差不多啊，除了LS说的以外，我觉得还有主语过长导致“头重脚轻”的问题，所以用it来代替了。
