C选项的解释说‘instead to come’ dose not complete the second part of the sentence idiomatically，请问为什么说是不完整的？还有可不可以认为是ability to avoid...and to come平行？

C中to come错误的跟to avoid并列，成了the ability to come的错误表达，而逻辑上come应该同之前ability to avoid在含以上形成平行（之所以说在含义上平行是因为结构上已经无法平行了，无法将come表达成诸如the ability to avoid这样的名词性结构），所以造成了第二个平行的不完整

不是说不完整，是不idiomatically

之前我的表达的有一点偏差，ability to come 和ability to avoid应该都是不对的表达，因为ability所指的是个体的能力，因此不能说economy's ability，经济本身没有能力改变。
