第一句话是政府部门的一个目标，一个计划。后面说这个计划的实施策略不好，因此要换一种更为理性合理的策略才能完成政府的这项目标，

换方案的原因不是因为 that goal is NOT to be met in the foreseeable future.

premise：But farming will not remain viable if the farms are left unmodernized, and most of the farmers lack the financial resources modernization requires.（你从后面的that 可以看出，premise 只有一个）
另外BF2不是一个situation，是一个事实，可以理解为premise 的一个basis。

另外BF2不是一个situation，是一个事实，可以理解为premise 的一个basis。

是的额，但是不是要这个situantion change，而是这个situantion 作为一个basis 去支持作者的argument。
