The author thinks Clark brand-name parts satisfy government tests. So it is reliable. E is just out of this reasoning line. If E is inserted in to reasoning line of the passage, it does not affect the reasoning. However, If D is inserted into the reasoning line, it works and the conclusion can be drawn out. Employing Denial-Test, that is, parts satisfy government tests are poor constructed. If it is true, then the conclusion that Clark brand-name parts is totally denied.
