关键是conservation objective....如果A对,那么这个目标就无法达成

B说best way to achieve conservation objective, 就是说他们的目的是为了achieve conservation objective, 用不用best way就是另一回事了....这个就不像A那样, A是说那些想exploiting这个自然区的人会想尽办法上位, 这和B中achieve conservation objective是正好相反, 一个想利用并可能会破坏自然区, 一个是想保护它....所以很明显, A必然weaken了
