But it is unrealistic to expect such measures to compensate for pilots’ lack of actual flying time. Therefore, the airlines should rethink their training approach to reducing commercial crashes.

C merely rephase the premise given in the argument i think.
"To address this problem (crashes), blablablabla. But it is unrealistic to expect such measures to compensate for pilots’ lack of actual flying time." ==> in other words, it says "actual flying time will address the problem".
the underlying assumption is D. argument focuses on actual flying time will reduce accidents w/o mentioning the relationship between these two.
