Any answer with new element must be false, so A (new element: technology) and E (new element: philanthropic donations) are false. C has no bearing on this CR, so it is irrelevant; and D, no information in the above CR indicates that the insurance company will maintain its current level of reimbursement if the hospitals reduces their costs in providing care.
