IMO, this is a must-be-true CR question, therefore, the anwser must be a sentence adapted from the sentences of the above CR question. Any answer with new element must be false, so A (new element: technology) and E (new element: philanthropic donations) are false. C has no bearing on this CR, so it is irrelevant; and D, no information in the above CR indicates that the insurance company will maintain its current level of reimbursement if the hospitals reduces their costs in providing care. However, answer B is  correct, because United States hospitals have traditionally relied primarily on revenues from paying patients to offset losses from unreimbursed care .
