这两题中of后面同是复数形式，但of之前一个用了单数number，一个用了复数costs。这样看来本题中costs of data-processing operations也不见得有错啊。困惑ing...
想了半天，好像就只能从意思上来理解了。
我也觉得A是错在costs，未划线部分有个"has",所以一开始就排除了。不知道我的这个思路对不对。在考场上你很难判断到底是the rise of 还是the rise in 或者考虑中心词，考试时想太复杂了有时不容易迅速做题。我觉得主谓是否一致是先要考虑的，我们是选最优的答案，c更好。欢迎指正！

查了Longman，rise作动词时有专门一个词条表示太阳，星星，或月亮的升起，而作名词时则没有这个意思：

高高悬在天上的月亮和导弹袭击没有任何相似处;只有月亮冉冉升起的这个动态过程和导弹袭击才有相似处(导弹要不是以动态飞来的就真稀罕了!).这才有可能导致雷达系统的误报.
所以,表过程的rising > 表结果的rise
至于the rise of,在词典中是肯定有的,但是在gmat的家规中就不好说了,好象被明确肯定的只有the rise in...吧.

52题的主语之所以不能是rising是因为句子的谓语时态是完成时。完成时的主语也要是一个完成了的或者长期存在的东西，而不能是一个正在进行的动作，所以不能用rising。这里主语是rise或者cost都是可以的。
