Last week local shrimpers held a news conference to take some credit for the resurgence of the rare Kemp's ridley turtle, saying that their compliance with laws requiring that turtle-excluder devices be on shrimp nets protect adult sea turtles.
正确答案是 requiring turtle-excluder deveces on shrimp nets is protecting

我的问题是，require turtle-excluder deveces on shrimp nets，有这种用法吗？
我只知道require sb to do & require that sb do
不知道这是何种语言现象。。苦恼

这种语法现象是虚拟语气的一种---the command subjunctive
它的标准结构是：bossy verb+that+subject+command subjunctive
其中所谓bossy verb ，such as require or propose ，就是告诉人们应该做什么，其实就是咱们高中时候学虚拟语气中那些要求性词。主语后面的command subjunctive的形式就是秃头不定式---to be，省略to
reqire的用法是可以用command subjunctive，也可以用不定式，
eg：We reqire that he be here. 或者为：We require him to be here.

就是require sth咯, 这里简单来说就是require nets, 用requiring来修饰law, 哎其实with law... 乱七八糟一堆也没用, 基本不用看, 简单来看就是their compliance is protecting adult sea turtles.
A很快可以排除的就是protect没加S

反正我是这样想的, 不晓得对不对,

是不是原句会是: ...their compliance with laws [(that are) requiring turtle-excluder devices on shrimp nets] is protecting... 然后缩写成their compliance with laws is protecting...?

法律法规规定一类名词后面均用DOING修饰, 例如本题的LAW后面必须加requiring，可以很快排除E
