答案为什么是C呢，不太明白why? accept and denying 为什么会同时出现呢？请指教。

C的意思是那句话既可支持结论，又可反对结论。实际上就是说，这句话只是一个引子，引出作者的观点，作者对该问题的回答可能是Yes，也可能是No。

The conclusion is "the claim that people are homeless because of a lack of available housing is wrong.".
No matter whether the conclusion stands or not, "Homelessness is a serious social problem" can always be true. Therefore C is the best answer.
