没有理解，为什么A就可以“have the announced effect”了呢？我觉得跟trace电话从哪里打出来的根本没有关系啊~~

A=>人们就不会随便打prank calls ，因为谁打都能被抓到，另外，题干说了 everyone has access to a private telephone，所以这个proposal 就不会hampering people’s ability to report a fire。不知这样解释对你有无帮助。
