很多年来 the restriction 都比the scheduled date 要提早结束,the scheduled date 只的是:when hunting has reduced the population by five percent。意思是还没要减少到5%的时候,猎人都不打了,那么即使不要这样的scheduled date 的限制,猎人也不会打猎超出5%,那么对snow geese数量的减少无效,那么就不会allow the other species to recover.
