答案就是A。但是没有明白。恳请NN解释一下尤其A选项这个读起来别别扭扭

這樣看好了，現象：94－96 rds電台數量增加，但是能聽這種節目的人的數量可能沒有怎麼增加。中間差一個gap，才可以讓這個現象更充分。那就是A) Few if any of the RDS radio stations that began broadcasting in Verdland after 1994 broadcast to people with RDS-equipped radios living in areas not previously reached by RDS stations. 翻譯：很少rds 電台，如果說有的話，在94年以後開始向那些之前沒有rds電台的地區播報節目。
（引申就是說：雖然resource更多，但是接受這些資源的人數量不足，不到位）
