正确选E，为什么不选A呢。我觉得A 也对啊。A从反面来说，没外包的都是成本不能再低的，反过来，已经外包的都是可以降低成本的，不是加强原文吗？
而E，我觉得是无关选项啊。本文FOCUS不是将外包与成本降低、利润增加的关系吗，怎么弄到经理了？

E我也没想明白，但是个人觉得你那样理解A就有过度推断的嫌疑了

个人对E有一些理解，不一定正确：
那些没有效率的任务耗费了经理们大量的时间，而这些时间是可以用在公司更核心的业务上去。这就说明了经理们没有更多的精力去提高公司内部的生产效率，而只能通过外包来降低成本，从而有更多profit

我也觉得应该选A 因为肯定一项措施的正确性正确答案通常是否定另一项措施不能达到目的来间接肯定这一项措施的正确性 A和E比起来A跟原文更相关啊...
