你应该把原题完完整整贴出来，我在网上搜了原题，自己做了一遍，通过排除BCDE选了A，原本对A也不太了解，后来看了一篇帖子，是这么解释A的：I vote A: residents are only supporting the measure because they expect EVERYONE ELSE BUT THEMSELVES to migrate from driving to rail while they maintain no intention of doing so too. thus a possible outcome may be that only a marginal amount of people use the new system while everyone else continues to grapple with bad traffic.
这里的关键在于as the primary benefit they would experience， 我觉得应该是“出于他们将要体验到的好处（也就是少报拥挤的程度，支持这个体系，然后别人都被忽悠去坐地铁了，自己还在高速上~~~（心机真重这些人~~~~~~~~），也就是这个方案真实行了，其实没那么多人去坐地铁的，只有那些真心支持这个体系和那些被忽悠的人去了）”
