答案选C，但我觉得undergo应该换成undergoes，因为drug是单数，而且最后半句用了its manufacturers

是不是因为mandate that A （should）do 呢

mandate 的用法是这样的：因为他本身就有强制执行的意思，那么mandate that 后面凡是加 should， must，都是错误的，导致意义重复，其次，mandate that 后面的动词形式是用原型的，即使 drug 是单数，undergo 必须是原形，这个和 require 用法后面的动词要用原形是一个道理。希望我讲明白了~~呵呵
