答案是b。解释说因为后面用are。所以cost用复数。但是cost不能和maintenance并列吗，这样它们一起就一定是复数。cost就不一定是加s了啊

你没有理解这个句子，这个句子说的是many smaller regional and community banks are finding that ，那发现了什么呢，从后面的and可以看出，是发现 costs associated （with） blah blah and （with） the development and maintenance blah blah，这个maintenance是和development并列的，因为发现了这两样cost，所以cost应用复数，因此后面也应该用复数are

你没有理解这个句子，这个句子说的是many smaller regional and community banks are finding that ，那发现了什么呢，从后面的and可以看出，是发现 costs associated （with） blah blah and （with） the development and maintenance blah blah，这个maintenance是和development并列的，因为发现了这两样cost，所以cost应用复数，因此后面也应该用复数are

谢谢啊。我知道maintenance和development并列。但是句法上不是会有cost和maintenance的并列吗，这样就可能造成和逻辑上main与deve并列的情况的不同，所以才可能错啊。十分感谢大家帮忙啊

就算是cost与maintenance并列还应该是复数，costs associated （with」 upgrading data-processing equipment and with the development）
