A) cannot. A is the correct answer. It cannot explain why there is an increase in sale.
E) says more exports. So it is feasible to have both increase in overall sales, thanks to export, and shrinking domestric customers, if the increase export is bigger than the decrease in domestic sale.
C) says more chewing tabacco for non-smokers. Like the E), C) introduce a revenue category that could lead to increase in sales without requiring an increase in the number of smokers.

well,first,thank you very much for your explanation,but there are still some points that make me rather confused ,could you help me to crack them?
the text tells us two respects:"simultaneous increase in tobacco sales and decrease in the number of adults who smoke ", whereas the answers below concentrate on only one aspect like the number of adults,leaving open the sales of tobacco. Does it mean that we need to make some assumptions to the aspect of average consumption of each adult to draw the possible conclusion that "the sales of tabacoo might increase"?
in addtion, can we explain the reason why A is not correct is that A shows the increase not the decrease in amount of adult who smoke .
