想请问D中的belonged 作定语那that从句不是缺少了谓语成分吗？

所以说明belonged不做定语，做谓语……

that后面不是虚拟预期么，那D不就是that social work education（should) belonged in the university, where...., 这个明显应该是belong，而不是belonged了啊
