The total market value of real estate in Altonville has steadily declined over the past four years. This decline has meant that the overall figure on which the city’s property tax is based—the assessed value of that real estate—has also declined. The percentage of assessed value that was paid as property taxes to the city, however, did not change from year to year during this period.

答案是C还是B??
在GWD18里是C 在19里是B 没看懂题~~但是我觉得是B

C) is right. Number vs. percentage.

property tax = tax rate * property value

If tax rate is the same while the poperty value declines, the property tax has to go down as well.

楼上的解释不对吧 last year 和four years ago这个时间跟原文没什么联系。楼主翻译有问题，real estate是房地产的意思... 我觉得应该是B，D引入了不想管概念即 retail sales and business profits

property tax = tax rate * property value

If tax rate is the same while the poperty value declines, the property tax has to go down as well.

疑问：由于property value下降，Property tax 不变，应该tax 上升，与C答案有什么联系，c答案比较对象是去年和前几年，我觉得比较对象就不对~~

Withou knowing what other tax revenes (in addition to property tax) are, there is no way you can be sure to say "The percentage of Altonville’s yearly revenue that comes from money collected in property taxes" is either decreasing or increasing.

When we talk about tax, the most recent tax year is always last year because this year's tax can ONLY be calculated next year.

疑问：由于property value下降，Property tax 不变，应该tax 上升，与C答案有什么联系，c答案比较对象是去年和前几年，我觉得比较对象就不对~~

是tax rate不变，value下降，所以征得的propety tax少了

我觉得这题的关键是
The percentage of，指的是什么的百分比；我觉得题目的意思是指房产税占城市税收的比例，

另外，从题目的描述只能得出，房产税的数额在下降，不能说明房产税占其他东西的比例，所以不能得出任何百分比数字。

感觉是C

感觉sdcar2010的分析是对的，百分比其实就是指税率。

我也觉得是C
从文中可以推出房地产总值四年来在下降（在一道类似变体的题目中的答案"The total amount of revenue that Altonville has collected from property taxes has declined over the past four years. "），所以去年肯定比四年前要低。
但是B说房地产税占所有税收中比率降低是没有依据的，因为没有说明总税收的情况怎么样，如果总税收降低幅度大于房地产税降低幅度，那么有可能房地产税占所有税收中比率反而上升。
