但我想请教lower than是修饰前面哪个名词; why C多了个and就不对.
OG 也解释了选B的原因.但我觉得即使选了B,比较形式还是不对称.因为在句中根本找不到"the annual per capita income of bihar".只是这些词零星的散落在句中的不同位置上.

that省略部分前面完全出现过

然后再说and的问题，and是连词，要么连接一个List(apple, grapes AND pears) 要么连接完整的句子。GMAT在and上最容易出的错误选项就是把主句和一个fragment连接起来中间加个逗号和and
按照你说的答案，这句话变成了 Bihar is India’s poorest state, with an annual per capita income of $111, and (Bihar is) lower than an annual per capita income of the most impoverished countries of the world.
Bihar和annual per capita income比了。。。

那么为什么lower than 能越过$111修饰an annual per capita income ? 如果这成立的话,那么with an annual per capita income of $111是修饰Bihar了吗?

你所说的是如果加了and,使得lower than 对应的句子层次发生了变化,与Bihar对应了,而不是对应annual per capita income?

是的~主句后的with引导的句子就是修饰Bihar的但因为主句是个主+系+表结构的句子，所以将这个句子说成是修饰India’s poorest state也对因为“主”与“表”是一般表达的都是同一个事物，不会造成歧义或是修饰不清的
