The argument claims that the an electric vehicle manufacturer is trying to lure customers by making an offer to provide a free car rental every 1000 miles.
Since it is a weakening question, we need to find one reason, among the answer choices, that might make the offer less attractive to prospective buyers.
If B is true, the manufacture has to increase the price for the electic car in order to cover the cost of the free car rental. Whenever the price goes up, the buyers go away. Thus, B is the answer.
