First of all, you need to identify the conclusion of the passage, which is the last sentence. Hence the conclusion is: the recommendation of the expert is wrong. The author in this case is the editor who wrote this editorial.

Secondly, the 1st BF is simply a fact or finding, which was used by the expert to support his recommendation. Notice the connect "The expert has therefore recommended". This phrase indicate that the sentence before this phrase is the premise for the conclusion of the expert.

Third, in the passage, the author did not dispute the accuracy of the 1st BF. So B is wrong.

谢谢,有点明白了,再问下,bf题里不管是不是有转折,整篇文章都只有一个conclusion?

There is only one MAIN conclusion. There might be MANY intermediate conclusions.
