Admittedly,any global regulatory effort faces formidable political hurdles, since cooperation and compliance on the part of all nations-even warring ones-is inherently required.

这里为什么不用are，要用is？

Eg. Food and clothing are necessities of life. 这里都用are呢。

这道题如果仅看用单数还是复数，真的看不出来。
