可以先把前面1部分抹去变成,rely on their kin because they cannot obtain financial backing from commercial resources。翻译是：因为他们不能从商业机构那里得到财政支持，才去依赖他们的亲属的。然后再加上前面的，Individual entrepreneurs do not necessarily表示这种现象是不一定的。

按照杨鹏那本书的解释：“不一定是因为他们不能从商业机构那里得到财政支持，才去依赖他们的亲属”的意思是即使可以得到贷款，也可能去找亲属借钱。
若按这种解释：“i don't necessarily marry you because you save my life." 是：我不一定是因为你救了我而想marry you。 既：如果你不救我，我也marry you。

necessarily修饰rely，除了亲戚哪里、从别处也能融资。
