但是想请问一下，A到底是无关，还是加强？

我最开始理解的是，A讲汽油费贵，所以导致汽车花费比bus高，人们会从汽车换bus。后来又会想，A里面完全没有提到多收5磅，也没有提到换成bus，也有可能是无关。所以晕了，想问一下，这个A选项到底有关无关？

无关，题目没有提到汽油价格。本题逻辑关系和汽油价格无任何联系。
关于你得解释我只能说你想多了，A引出了一个新的概念（汽油价格）。在有更好更直接的选择的情况下优先去除新的概念选项。
