应该是“PROPONENTS说”的插入，
比如

小说一般才这么写
不如ACCORDING TO 好

我觉得哦。。。这个就是一个插入语，极端口语化的表述。在句中的含义就是等于同 according to its proponents.
say its proponents,就是 its proponents say...
