1. Admittedly, the access to the records of their citizens' library check-out and online activity could be useful in some cases. 举例 军事机密等的泄露 煽动性言论 等。Being able to get the information related to these issues will help governments to trace down the potential and even actual threats to national security.
2.However, in other cases suspicious remarks made online can hardly mean a real problem toward the nation. 很多人只是喜欢在网上抱怨一下,如果把所有在网上扯过煽动性言论的人都抓来喝茶,政府耗费就太大了。
Additionally, what people choose to read has little bearing on the character of the people themselves. 间谍不一定就会去借间谍相关的书,反而是普通人对于间谍特务的故事感兴趣的反而有可能借很多相关的书。This measure will have little meaning for the government to get useful information about who might be capable of actually - or even possibly - harming a country's security.
3. Let's not forget the private privacy controversy that lies in this issue. While the intent of this access to private information of what people read in libraries and what they search online, it's quite hard for the government officers who are in charge to resist the compulsion to probe into others' personal life.容易操作不当而导致私人隐私被violated
综上,尽管政府的这种权利在某些方面能够为保证国防安全收集信息,但是在大多数情况下作用不大,而且很可能弊大于利。如果要建立这种权利,那么需要有相应的法律法规来保证和国防无关的公民隐私不会被侵犯。
