我选B，我认为III.Most government workers are Civil Service employees是作者的assumption，I是结论。两个都可以说是the author believes 的东西，为什么只有I对？

MM，III错在MOST上。即使是一小部分人属于Civil Service employees，也会造成政府的INEFFICIENT的。

这套题里面很多关于程度不止考一次啊。第2题也是这个考点啊。

为什么没有人讨论A？

怎么能推出A？这题考的是conlusion(inferred)还是assumption？

如果考conclusion的话，不是说答案的所有信息都来源于原文吗？A一点字都没沾上边。虽然A的意思我也能从原文里知道，但考逻辑不是不能总是靠自己推论吗，要根据原文信息来。

糊涂了。究竟这题的考点是什么？

为什么不能推出II呢? 作者的意思不是说员工们知道解雇他们要花很多钱，所以他们就偷懒吗？言外之意就是有人应该被解雇，但碍于钱的原因而没被解雇，更助长的偷懒的情绪。

不是偷懒就要被解雇阿，文章没有提及那些偷懒的人偷懒的程度如何。是否有解雇的必要。只是，如你所说的确有人会钻空子罢了。。但也可能只是小问题，不严重到需要解雇的地步。
