本题正确答案是E。我选择的时候太过主动平行了，认为but后面的句子主语是river,而前句主语是cities。因此选择了D。
后来看了语法笔记的解释：掉no longer，把全部否定变成部分否定，改变了原句意思。
我个人觉得不令人信服，我仔细研究了个人认为最关键的原因在于：D选项，翻译过来是：在很少的城市里今天，河流是一个关键的问题对于城市生活，但是在S地的河流。。。。可以看出来，前面是说河流很关键，后面还是很关键，没有形成转折。

另外一点：原文的意思是：在很多城市里，河流不关键；而D选项是：在很少的城市里，河流关键。二者的语义也存在细微差别，当然在语法中，这种差别是允许的，并不一定说原句的语义一定对。所以我认为这个解释也不是特别的令人信服。
