在CDers的帮助下，楼主我终于弄懂了！！！
to do和that从句都只是修饰语，而文中要对应的是decision和speculation这两个名词，与他们的修饰语是否对应没关系的！！！

注意： decision that borrowing。。。。没有这种说法的。
这里的borrowing rate中的borrowing是做的形容词修饰rate。

一个是 the Federal Reserve’s decision to do sth

第二个事 investors’ speculation that......

平行的the Federal Reserve's decision 和 investors' speculation

复合主语，谓语是helped

我是这么理解的，你觉得呢？

to raise....跟that.... 都是分别修饰前面的名词decision和speculation。。
两个名词的平行没错

注意： decision that borrowing。。。。没有这种说法的。
这里的borrowing rate中的borrowing是做的形容词修饰rate。

谢谢啊，上次看这题怎么没回复你呢，对不起啊。
不过我这次终于是弄懂了！！！
这里只是decision和speculation的平行，至于他们用什么修饰语其实是没关系的，不会影响decision和speculation这两个名词的平行。
不好意思啊，我智商有点低，不过现在终于弄明白了。
这题其实真的好恶心啊，我把它加了黄色背景，反复看！！！

bolster the dollar为习惯搭配“支持美元，使美元不要贬值”，help to bolster the dollar 则不难理解

2、It is not unusual for people to have two jobs in order to augment their meagre salaries, although free public health care and other services helptobolster living standards.

3、In particular, delegations stressed, Africa needs helptobolster so-called supply capacities, the basic ingredients that will enable their economies to offer goods of internationally competitive quality, in sufficient quantities, to global markets.

2、3句子里面也有help to bolster ，是因为bolster 有两个含义，一是help to feel better or more positive 二是to improve.
此处为第二个意思

怎么会wordy？
help +do或者to do都是对的，看心情用哪个。
不wordy的。
而且词的选择是次于结构对称来考虑的。
考虑完结构对称如果还不能确定答案才考虑词的选择是不是错了。
