回答：require that后加虚拟语气，所以本来有个should的，已经省略了。 补全点应该是：The Gorton-Dodd bill requires that a bank should disclose to its customers how long it will delay access to funds from deposited checks. 另外，require that后面的虚拟式宾语从句，主语是a bank，its customers指的是a bank‘s customers，再后面的it就是a bank。
