我的疑问：这两道题我都选了人数达到了all-time high的那一个，我的思路是，尽管pension增加，但是人数大量增加，没人得到的就少了，怎么不对了？？？

你的错误选项并没有变化的意思，它只是一种状态，和以前一样的状态，所以是一个无关信息。。。。。。
1.If the government increased pensions,children who live in urban areas could use the money in the urban areas that would have spent on their parents.
2.C is obvious

87/ is similar to a paradox question. U have to add a piece of information that shows how the TWO occurences can coexist<allow BOTH sides to be factually correct>

2 occurences:1)show that there has been no increase in economic activity in those regions since the 2),but that there has been noticeably more spending in the urban areas.

B can explain 1), however CANNOT explain 2)

B can explain 1),那么就说明这个all-time high老龄人数是可以导致没有better-off
照这个道理，22的D不就应该是对的吗？

Thanks for answering me.

不过我没有理解你的解释，为什么说“你的错误选项并没有变化的意思，它只是一种状态，和以前一样的状态”呢？
找我的理解，两年以前（也就是政府增加pension以前）老龄人数不是很多，增加pension以后，老龄人数达到了all-time high,为什么说没变呢？

22/ focus on "In light of the further information,"

The author wants u to explain:
The Inflation is below 5 percent (which is low), however, many Runagian senior citizens are no better off financially now than they were before the increase

D: The most recent pension increase was only the second such increase in the last TEN years

that explains the base of the pension can be very low, even the percentage is 20%, elderly people still can not get enough money to withstand the inflation of 5%, or to be better off.
