我也觉得D有些问题，因为不知道这个what在这里做什么成分。如果后面没有“another product”的话，还可以理解为这个what为charge for的对象，可既然有了个完整的charge for something，这个what就实在不知是干什么的了。
如果D可以的话，E为什么不可以呢？charge for sth. of some prices, or charge for sth. at some prices?

选C，that。of what不可以。如果用of what，从句里的what是price的数值，而price of 要求的宾语是price的对象。
price of the book 是对的，price of 2 $就是错的了。

个人感觉解决这道题主要看charge这个词的用法。我查了一下字典，找到一个例句：
That seaside hotel charges exorbitant prices during the summer holidays
说明charge是及物动词，可以直接带宾语，这样at which中的at 就没有存在的理由了。
选项D的问题是，what在这里从逻辑上只能指带price, 这样就变成了the price of price....
不知道表达清楚没有。请大家多指正。

参见刘振民精解中,名词性从句:同位语从句只能由that来引导,也就是说price只能用that来修饰; that在同位语中只起连词作用,没有具体词意,但GMAT考试中不能省略.
关于whaT从句,what从句可以看作是一个名词短语,大体有两种用法:
1. A1is to A2, what A3 is to A4 (A1与A2的关系就象A3与A4的关系)/ 2. what is now known as....原来的地名是...现在的是...

我感觉在表达倍数关系时有一种表达法是这样的：A is 3 times the size of B 那么在这句话里，应该是drug1 is being sold for 3 times the price of drug2, 那么如果把D选项带入，则what应该指代drug2 但是带入原句我们看到，what the drug’s maker charges for another product with the same active ingredient. 这里的what明显相当于指代了the price(of drug2) ,这样的话，把这个what带入比较的句子中就会出现：drug1 is being sold for 3 times the price of （the price of drug2） 于是我看到出现重复了。
另一方面，我感觉在A is 3 times the size of B中，of B 的作用就是对the size的性质进行限制（表明是B的size），那么本题的c选项that从句也完全起到了这样的作用，尽管我还没有见过类似A is 3 times the size that……的结构，但是我还是支持选C

My two cents:
In the structure " the price of sth", sth means the stuff that worth this value. However, in D, "the price of what the manufacturers charge...", "what" actually refers to the amount the manufacturers charge for the drug. So, assume D is right, it become, "the price of the amount that manufacturers charge for the drug". Whatever you might think, I do believe the amount does not have a price.....
Meanwhile, I did not see any sign showing that the "of...." is modifying the "three times of". the "Price of" following "the three times of" already works as a modifier, if somebody does think that D is modifying the "three times", then it should be: "three times of the price, of what manufacturers charge for the drug....." Here "what" what is equivalent to the "price"..
My problem is chose from C or E, both sounds great. However in E, I really doubt whether we can say "Charge at"....
anyway, I will choose C in real exam, as I have not seen a conclusive answer so far....

这里的结构不是three times of.而是price of。而且three times也不跟of，而是跟as much as，这里省略了as much as. X times sth.在语法中很常见。

如OG 24题的解释中有这段话：
"Only E, .... with an infinitive, to sign, that functions as a noun equivalent of..."
其中', to sign,'也是作为插入语，之后的that作为限定性定语从句引导词，事实上的结构是an infinitive that functions.
可见，"noun., 插入语，that + 限定性定语从句"是完全符合语法习惯的。以后看到逗号后面跟that不能轻易下结论。

如果选C，that引导的应该是关于Price的同位语从句吧？？
比较倾向C。

看了这么多的讨论，个人也翻了很多资料和字典。还是觉得答案为C.
D错误的理由，这里补出 price of what,则what 做charge的宾语，可是本人翻了longman字典（纸张字典）发现charge的用法为charge sb (price) for sth,或 charge for.没有charge (price) for sth,所以 charge what(某一价格，如 50 dollars) for sth是错的。 E错的理由， longman上确实有charge something at something，不过没有charge for sth at price这种用法，也不会有这么麻烦的用法。 所以charge for another product at price用法不正确，也觉得很怪异。那么为什么选D?我觉得这里的price that的that引导同位语从句，that后面的一句句子，that不做成分。这里正好是three times the price that+同位语从句。
我不是nn,欢迎大家指正。如果觉得还可以就确定一下答案。

我选C。
of what中what是charges的宾语，相当于price。the price of price重复必错。如果一定要用what，则应去掉前面的the price，只能改成three times what the maker charges...，但per milligram没地方搁。
the price,per milligram,that...很舒服，不存在非限定修饰的问题。per milligram是插入成分。
that不省为好，若去掉，per milligram的插入意味就淡了，虽然意思都明白，但从行文上来说会不清晰，且有两个单句并列用逗号隔开之嫌。插入成分后的that，个人觉得，不省比省好，不省会直接表明与前面部分的关系，脉络清晰。
在google上找了些例句：

看到了吗，这里不是非限制性定语从句，出题者故意用逗号隔开讲句子结构打乱，迷惑了大家。
定语从句的指代词不是要紧跟中心词吗？所以这里的 ＡＴ ＷＨＩＣＨ 与 ＴＨＡＴ 都错了，但是 ＯＦ ＷＨＡＴ 在句子中怎样用的？

D里面what是charge的宾语
charge sth for product
这里的sth必须是钱或者price,因为charge sth for sth 意思就是ask amount of money for goods or service
但是很明显这里的what又是price的主格,即price of what ,所以这里what又必须是一件物品不是钱
前半句要求what是一件物品不是钱,后半句又要求what是钱
显然矛盾
