15. 句子结构 According to... ,(插入成分,) the proposal have a effect on... A, whatever (adj. 不管什么样的) 修饰 its merits ，说后面省略 is 没人确定，我理解成插入成分了 若选E，Taxing... 与 have 主谓不一致
16. E选项 as ... as 结构前后貌似不平行，而反观C项则前后对称，并且省略重复的成分price ，比较下确实选C更好
