E in accordance with a variety of criteria, such as by 答案选D，蒙对了，但是确实不知首先看到as by就扔掉 因为前面是criteria名词，表列举的话用BY不合适 剩下的就只有AD了 但是看看that后面好像主谓不全，D看着顺眼些 道 不知道A为神马不对
