让政府的目的达不成，就要削弱建楼，减税两措施之一或全都削弱。

A的意思你理解错了，A的意思是那些在Villieu的businesses希望有长期的地方租约

政府要吸引new business的政策, 跟目前已在downtown有office的business無關.

又因為原題已說明, 目前這區缺乏此一商業動能.

如果根據A所推論：因為長期合約-->所以區域飽和.

是和原題相違背的.

(B) The existing office buildings in downtown Villieu have, on average, a much higher vacancy rate than do office buildings in Villieu's suburbs.是在说现存的影响，而题目要求的是新建的大楼。
(C) The local tax rates in Villieu's suburbs are significantly lower than downtown Villieu's proposed rate for businesses that lease space in the new office buildings.因为tax的缘故，而tax是plan的一个卖点，削弱了计划执行的可能性。
(D) Most of the businesses that currently lease office space in downtown Villieu also lease office space in Villieu's suburbs.无关，无法削弱。
